No water bottle appears in the recipe. The pot fills itself, so the ingredient slots take only the flakes and the kelp.
The bottle goes in the vessel slot
The empty bottle the stock goes into belongs in the vessel slot, not among the ingredients. An empty vessel slot means the pot will not start. Hoppers feed it from the pot's side.
